A bill for an act
relating to state government; appropriating money to the secretary of state for the
purpose of reimbursing local units of government for costs associated with
implementation of the new state flag and state seal.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STATE FLAG AND SEAL; REIMBURSEMENT OF LOCAL
GOVERNMENT COSTS; APPROPRIATION.

new text begin $....... in fiscal year 2025 is appropriated from the general fund to the secretary of state
for the purpose of reimbursing local units of government for documented costs associated
with implementing the redesigned official state flag and state seal. Costs that are eligible
for reimbursement may include but are not limited to purchasing and installing new state
flags and state seal emblems in spaces where the current state flag and state seal are on
display; professional services to redesign documents, badges, and other objects or materials
that incorporate the current state flag or state seal design to reflect the updated flag and seal
designs; the purchase and distribution of new supplies of these objects or materials for use;
and other costs approved by the secretary of state to ensure the transition to the new state
flag and state seal is not unduly burdensome or costly for local governments. The secretary
of state must establish a procedure for submitting reimbursement requests and for ensuring
that funds are distributed equitably, including to local units of government located outside
of the seven-county metropolitan area. As used in this appropriation, "local units of
government" include statutory and home rule counties and cities, school districts, and towns.
This is a onetime appropriation and is available until spent.
