A bill for an act
relating to local government; allowing municipalities to opt out of certain state
mandates for a limited time.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) For the purposes of this section, the following terms have
the meanings given them.

(b) "Municipality" means a home rule charter or statutory city.

(c) "Mandate" means any state law or rule that requires a municipality to make
expenditures that if deferred or abated would provide more financial flexibility to address
the needs of the municipality due to the financial stresses of the COVID-19 crisis.

A municipality may by a majority vote of
its governing body, adopt a resolution to opt out of any mandate. The resolution is effective
for the time stated in the resolution, which may not extend past November 30, 2021.

This section is effective June 1, 2020, and expires
November 30, 2021.
