A bill for an act
relating to state finance; establishing the COVID-19 relief federal fund; creating
legislative oversight of COVID-19 education funding.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Fund created. new text end

new text begin The COVID-19 relief federal fund is created in the state
treasury. All money received by the state under Public Law 116-136 must be credited to
the COVID-19 relief federal fund. The fund may consist of several accounts, including an
account for title V money. The fund must be used to pay expenses incurred by the state for
the infectious disease known as COVID-19. When all money credited to the fund has been
spent, the commissioner of management and budget shall close the fund.

funding.

new text begin Notwithstanding any law to the contrary, before any federal funds under subdivision
1 are released for K-12 education purposes, the Legislative Advisory Commission under
Minnesota Statutes, section 3.3005, must consult with the chairs and ranking minority
members of the house of representatives and senate committees having jurisdiction over
education, review the proposed distribution of the funds among schools, and approve the
release of the funds under Minnesota Statutes, section 3.3005.
