A bill for an act
relating to capital investment; appropriating money for an interchange project in
the city of Becker; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $962,000 is appropriated from the bond proceeds
fund to the commissioner of transportation for one or more grants to Sherburne County, the
city of Becker, or both, to design and acquire right-of-way for interchange improvements
at marked U.S. Highway 10, marked Trunk Highway 25, Becker County State-Aid Highway
8, Becker County Road 52, Edgewood Street SE, and 1st Street in the city of Becker and
Becker Township to improve safety and mobility and eliminate existing dangerous conflicts
between vehicles, trucks, rail, and pedestrian traffic. This appropriation is for local costs
associated with the project.

new text begin (b) $2,886,000 in fiscal year 2025 is appropriated from the trunk highway fund to the
commissioner of transportation for costs for the interchange project functionally related to
the trunk highway system.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $962,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
