A bill for an act
relating to agriculture; appropriating money to reimburse pork producers for costs
incurred to euthanize and compost hogs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; PORK PRODUCERS.

new text begin (a) $15,000,000 in fiscal year 2020 is appropriated from the general fund to the
commissioner of agriculture to reimburse costs incurred by pork producers to euthanize and
compost hogs. This appropriation is available until December 30, 2020.

new text begin (b) The commissioner of management and budget must determine whether any of the
expenditures authorized under paragraph (a) are an eligible use of federal funding received
under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, Public Law
116-136, title V. If the commissioner of management and budget determines an expenditure
is eligible, the amount for the eligible expenditure is appropriated from the account where
CARES Act money has been deposited and the corresponding amount appropriated under
paragraph (a) cancels to the general fund.
