A bill for an act
relating to human services; establishing grants for culturally competent supports
and resources related to well-being and long-term services and supports;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; HEALTH AWARENESS HUB PILOT PROJECT.

new text begin $575,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of human services for a grant to the Organization for Liberians in Minnesota for a health
awareness hub pilot project. The pilot project must seek to address health care education
and the physical and mental wellness needs of elderly individuals within the African
immigrant community by offering culturally relevant support, resources, and preventive
care education from medical practitioners who have a similar background, and making
appropriate referrals to culturally competent programs, supports, and medical care. Within
six months of the conclusion of the pilot project, the Organization for Liberians in Minnesota
must provide the commissioner with an evaluation of the project as determined by the
commissioner. This is a onetime appropriation and is available until June 30, 2027.

Sec. 2. new text begin APPROPRIATION; CHAPTER 245D COMPLIANCE SUPPORT GRANT.

new text begin $450,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of human services for a grant to Equitable Development Action to support minority providers
licensed under Minnesota Statutes, chapter 245D, as intensive support services providers
to build skills and the infrastructure needed to increase the quality of services provided to
the people they serve while complying with the requirements of Minnesota Statutes, chapter
245D, and to enable the providers to accept clients with high behavioral needs. This is a
onetime appropriation and is available until June 30, 2027.
