A bill for an act
relating to medical assistance; directing the commissioner of human services to
develop a covered benefit for integrated health services; creating a demonstration
project; requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Develop covered benefit; integrated health services. new text end

new text begin (a) The
commissioner of human services shall develop a covered benefit under medical assistance
for integrated health services. The integrated health services must operationalize the National
Standards for Culturally and Linguistically Appropriate Services (CLAS), as defined by
the United States Department of Health and Human Services, and comply with Clubhouse
International Standards, including through the obtaining of accreditation by Clubhouse
International.

new text begin (b) No later than October 1, 2026, the commissioner of human services must submit to
the chairs and ranking minority members of the legislative committees with jurisdiction
over health and human services policy and finance a report detailing, for the integrated
health services medical assistance benefit under paragraph (a), the proposed:

new text begin (1) eligibility, clinical and service requirements, provider standards, licensing and
accreditation requirements, and reimbursement rates;
new text end

new text begin (2) deadline for the commissioner to submit a state plan amendment to the Centers for
Medicare and Medicaid Services; and
new text end

new text begin (3) draft legislation with the statutory changes necessary to implement the benefit.

new text begin Establish demonstration project; integrated health services. new text end

new text begin (a) The
commissioner of human services shall establish a demonstration project to develop and
evaluate an integrated health services model of care for the covered benefit described in
subdivision 1. The demonstration project expires on January 1, 2028.

new text begin (b) Eligible sites for the demonstration project are limited to those that are accredited
or seeking accreditation by Clubhouse International for compliance with the Clubhouse
International Standards.

new text begin (c) The commissioner of human services shall award at least $300,000 per site to at least
three eligible sites for the purposes of the demonstration project. At least one of the sites
must be located in rural Minnesota. Entities may use the money for either or both of:

new text begin (1) the establishment or expansion of an integrated health services model of care; and
new text end

new text begin (2) providing services to enrollees who are not entitled to full coverage for such services
from other insurance or payment sources.

Sec. 2. new text begin APPROPRIATION.

new text begin $4,500,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of human services for the purposes of section 1. This is a onetime appropriation and is
available until December 31, 2027.
