A bill for an act
relating to capital investment; appropriating money for two community hubs in
the city of Hopkins; canceling a prior appropriation; authorizing the sale and
issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $4,500,000 is appropriated from the bond proceeds fund
to the commissioner of employment and economic development for a grant to the city of
Hopkins to predesign, design, construct, furnish, and equip two buildings to be located in
Oakes Park off of Blake Road and Lake Street, and in Valley Park in South Hopkins, to be
used as community hubs for recreational, educational, civic, and other public purposes.
Additionally, the buildings will provide safe shelter for residents during times of extreme
weather, power outages, and other emergency events.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $4,500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.

Session chapter 3, article 1, section 18, subdivision 6, for the Perspectives Family Center
facility in the city of St. Louis Park is canceled.
