A bill for an act
relating to transportation; authorizing a pilot program to provide transit passes for
social services organizations; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Pilot program authorized. new text end

new text begin (a) Notwithstanding Minnesota Statutes,
section 473.408, the Metropolitan Council may offer passes for free transit service to political
subdivisions and organizations that provide direct social services, social services outreach,
or referrals to social services providers, including services for homelessness, mental health,
and chemical dependency.

new text begin (b) A pass under this subdivision may only be used while the person is performing social
services for individuals who are using the transit system.

new text begin The authority under subdivision 1 expires the later of (1) one year
after the council commences offering the passes, or (2) December 31, 2020.

new text begin If the Metropolitan Council offers transit passes as provided
in subdivision 1, the Metropolitan Council must submit by December 31, 2021, a report to
the chairs, ranking minority members, and staff of the legislative committees with jurisdiction
over transportation policy and finance and to the members of the Legislative Commission
on Metropolitan Government regarding the social services transit pass pilot program. At a
minimum, the report must include an overview of the pilot program, a review of social
services activity and its impacts or effectiveness, and recommendations on continuing to
offer the passes.

final enactment, and applies in the counties of Anoka, Carver, Dakota, Hennepin, Ramsey,
Scott, and Washington.
