A bill for an act
relating to professional sports facilities; providing for a study of a dual purpose
professional sports complex.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The Metropolitan Sports Facilities Commission
shall convene a group including representatives of the Minnesota Twins, the Minnesota
Vikings Next , and the University of Minnesota, and representatives of interested metropolitan
area cities and counties, to study, and propose a plan for, the co-location within a single
complex of one stadium and one ballpark facility for the Minnesota Previous Vikings football team,
the University of Minnesota football team, and the Minnesota Twins baseball team.

new text begin The proposal must recommend a site for the complex,
taking into account the cost of land, infrastructure and site preparation, the availability of
parking, the proximity to the fan base for the three teams, accessibility, public safety, and
community acceptance.

new text begin The proposal must include a plan for construction
and financing of facilities that share a retractable roof and which may include a shared
sports mall retail space. The proposal must not include public funding other than a
grant of the net proceeds from the sale of the Metrodome, payment of the cost of public
infrastructure, a property tax reduction for the complex, and a sales tax exemption for
construction materials. The study group must consider possible ownership of the sports
complex by a nonprofit social welfare organization whose mission includes the promotion
of charity, good character, sportsmanship, and social responsibility among youth and the
general public of Minnesota. The study group must consider and optimize all sources of
funding including, but not limited to, club seats, private seat ownership options, private
seat licenses, naming rights, development rights, parking fees, and ticket taxes.
