A bill for an act
relating to transportation; governing deputy registrars and driver's license agents;
requiring appeals processes; distributing certain grants; appropriating money;
amending Minnesota Statutes 2020, sections 168.33, by adding subdivisions;
171.061, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2020, section 168.33, is amended by adding a subdivision
to read:

new text begin The commissioner must establish an appeals
process for an employee of a deputy registrar whose access to the driver and vehicle services
information system is permanently terminated. At a minimum, the appeals process must
include a review of circumstances that led to termination of access and criteria for
consideration of reinstatement of access.

Sec. 2.

Minnesota Statutes 2020, section 168.33, is amended by adding a subdivision to
read:

new text begin Remote transactions; appropriation. new text end

new text begin (a) The commissioner must determine
the total revenue collected in each fiscal quarter from filing fees imposed under subdivision
7 for the department's Internet-based and mailed transaction services.

new text begin (b) Within 60 days of the end of each fiscal quarter, the commissioner must distribute
60 percent of the revenue determined under paragraph (a) to deputy registrars. The funds
must be provided as unrestricted grants in a form and manner that minimizes administrative
burdens. The commissioner must allocate funds to each deputy registrar proportionally
based on:

new text begin (1) the number of motor vehicle transactions in the most recent fiscal quarter processed
by the deputy registrar; compared to

new text begin (2) the total number of motor vehicle transactions in the most recent fiscal quarter
processed by all deputy registrars.

new text begin (c) In the calculations under paragraph (b), the commissioner must exclude transactions
for a deputy registrar office operated by the state.

new text begin (d) The amount determined under paragraph (a) is annually appropriated from the vehicle
services operating account to the commissioner for distribution as specified in paragraph
(b).

new text begin (e) The commissioner must maintain information on a website that identifies, for each
deputy registrar, the quarterly and annual total distributions under this subdivision.

new text begin This section is effective July 1, 2022, and applies for transactions
occurring on or after that date.

Minnesota Statutes 2020, section 171.061, is amended by adding a subdivision to
read:
