A bill for an act
relating to state government; proposing a constitutional amendment to change
the method for amending the constitution.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, article IX, section 1, will read:

Section 1.

A majority of the members elected to each house of the legislature may
propose amendments to this constitution. new text begin If a majority elected to each house of the
legislature proposes an amendment, this proposal must be noted in the journal of each
house and referred to the legislature elected at the next general election. If a majority of
the members elected to each house of the legislature at that general election proposes the
same amendment, the
new text end proposed amendments shall be published with the laws passed at
the same session and submitted to the people for their approval or rejection at a general
election. If a majority of all the electors voting at the election vote to ratify an amendment,
it becomes a part of this constitution. If two or more amendments are submitted at the
same time, voters shall vote for or against each separately.

new text begin The proposed amendment must be submitted to the people at the 2006 general
election. The question submitted shall be:

new text begin "Shall the Minnesota Constitution be amended to require two successive legislatures
to propose a constitutional amendment before the proposed amendment is submitted to
the people for their approval or rejection?
