A bill for an act
relating to convention and event centers in cities of the first class; requiring a
study and report to the 2009 legislature.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin REQUIRED STUDY.

new text begin (a) Each city of the first class located in the metropolitan area, as defined in
Minnesota Statutes, section 473.121, subdivision 2, shall prepare a study relating to the
financial status of its convention and event facilities for presentation to the committees of
the 2009 Senate and House of Representatives with jurisdiction over the tax and finance
matters. The report must be filed as provided in Minnesota Statutes, section 3.197.

new text begin (b) The study must, at a minimum, include:

new text begin (1) sources and uses of revenue for the previous ten years;
new text end

new text begin (2) capital improvements completed and proposed for the next five years;
new text end

new text begin (3) projected revenues for the next five years;
new text end

new text begin (4) the current and projected impact on the city's general fund; and
new text end

new text begin (5) the economic impact of the facilities on the surrounding communities.

new text begin (c) The study should also include, but not be limited to, recommendations regarding
state or regional involvement in funding and cooperation in funding and operating the
facilities with other cities governed by this section.
