A bill for an act
relating to capital investment; amending an appropriation for the Mill Towns State
Trail; appropriating money for development of a segment of the Mill Towns State
Trail; authorizing the sale and issuance of state bonds; amending Laws 2018,
chapter 214, article 1, section 7, subdivision 11.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Laws 2018, chapter 214, article 1, section 7, subdivision 11, is amended to
read:

Notwithstanding Minnesota Statutes, section
16A.642, the bond sale authorization and
appropriation of bond proceeds for this project
are available until December 31, 2026.

This section is effective the day following final enactment.

$7,500,000 is appropriated from the bond proceeds fund
to the commissioner of natural resources for land acquisition, predesign, design, construction,
and development of the Mill Towns State Trail between Riverside Park in the city of
Northfield and the Waterford Historic Bridge in Waterford Township.

To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $7,500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
