A bill for an act
relating to health; specifying postnatal coverage; amending Minnesota Statutes
2020, section 256B.0625, by adding a subdivision; proposing coding for new law
in Minnesota Statutes, chapter 62A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) Every health plan as defined in section 62A.01, subdivision 3, must provide postnatal
coverage for:

(1) a comprehensive postnatal visit with a health care provider within three weeks of
the date of delivery;

(2) all postnatal visits recommended by the patient's health care provider between three
and 11 weeks from the date of delivery; and

(3) a comprehensive postnatal visit with the patient's health care provider twelve weeks
from the date of delivery.

(b) For purposes of this subdivision, "comprehensive postnatal visit" means a visit with
a health care provider that includes a full assessment of the mother's and infant's physical,
social, and psychological well-being, including but not limited to mood and emotional
well-being, infant care and feeding, sexuality, contraception and birth spacing, sleep and
fatigue, physical recovery from birth, chronic disease management, and health maintenance.

(c) The requirements in this section are in addition to the requirements in section
62A.0411.

This section is effective January 1, 2023, and applies to health
plans offered, issued, or renewed on or after that date.

Minnesota Statutes 2020, section 256B.0625, is amended by adding a subdivision
to read:

(a) Medical assistance provides postnatal coverage
for:

(1) a comprehensive postnatal visit with a health care provider within three weeks of
the date of delivery;

(2) all postnatal visits recommended by the patient's health care provider between three
and 11 weeks from the date of delivery; and

(3) a comprehensive postnatal visit with the patient's health care provider 12 weeks from
the date of delivery.
