A bill for an act
relating to health; establishing a PTSD treatment pilot project; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of health shall establish a pilot project
to provide funding for treatment of volunteer first responders who have post-traumatic stress
disorder (PTSD). Volunteer first responders include firefighters, emergency medical
technicians, paramedics, and police. The pilot project under this section must:

(1) provide coverage for the initial medical appointment for diagnosis and
recommendation of treatment options;

(2) provide coverage for the first eight hours of recommended therapy;
new text end
new text begin
(3) promote an emphasis on prevention and awareness;
new text end
new text begin
(4) identify issues volunteer first responders may encounter with opioid and substance
abuse stemming from PTSD; and

(5) focus on the critical areas of prevention, intervention, and recovery.

In addition to the state appropriation for this pilot
project, the commissioner shall apply for any available grant funding from the National
Institute of Mental Health or other federal agency for this pilot project.

health for the purposes of section 1.
