A bill for an act
relating to elections; permitting applicants for a game and fish license to register
to vote simultaneously; proposing coding for new law in Minnesota Statutes,
chapter 201.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a)(1) All applications for a game and fish license issued by the commissioner of
natural resources must also be designed to serve as a voter registration application. The
application must include a space for the applicant to confirm their eligibility and to
indicate a desire to be registered to vote upon submission of the application. Information
on applicants who indicate a desire to be registered to vote must be submitted at least
weekly by electronic means to the secretary of state. An applicant who does not desire to
be registered to vote is not required to provide the additional information relating to voter
registration as provided by this paragraph.

new text begin (2) The game and fish license application must contain spaces for all information
necessary to verify the eligibility of an applicant to vote, including the requirements as
prescribed in section 201.014, and any other information necessary for the secretary of
state to register the applicant to vote. The application form must also state that it is a
felony for a person to intentionally attempt to register if the person is not eligible to vote.

new text begin (b) Upon receiving information from the commissioner of natural resources on an
applicant for a game and fish license who desires to be registered to vote, the secretary of
state shall determine whether the applicant meets the eligibility requirements for voting in
Minnesota. For each applicant the secretary of state determines is an eligible voter, the
secretary shall submit the registration by electronic means to the county auditor of the
county where the voter resides. Upon receipt of the registration, the county auditor shall
mail to the voter the notice of registration required by section 201.121, subdivision 2. An
applicant who indicates a desire to be registered to vote during the 20 days immediately
preceding an election must be registered effective the day after the upcoming election.
