A bill for an act
relating to health; establishing a children's environmental health officer within
the Department of Health; appropriating money; proposing coding for new law
in Minnesota Statutes, chapter 144.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Subdivision 1. new text end

new text begin Officer of children's environmental health established. new text end

new text begin The
commissioner of health shall establish and maintain an officer of children's environmental
health. The officer shall:

new text begin (1) serve as the chief advisor to the commissioner of health on matters relating
to environmental health and environmental protection of children that are within the
jurisdiction of the commissioner of health;

new text begin (2) assist the commissioner of health in assessing the effectiveness of statutes, rules,
and programs designed to protect children from environmental hazards;

new text begin (3) lead and coordinate, within the Department of Health and with other state
agencies including the Departments of Agriculture, Human Services, Natural Resources,
and the Pollution Control Agency, regulatory efforts, research and data collection, and
other programs and services that impact the environmental health of children; and

new text begin (4) coordinate with appropriate federal agencies conducting related regulatory
efforts and research and data collection.

new text begin By January 1, 2007, and biennially thereafter,
the commissioner of health shall provide a report to the legislature and the governor
concerning the activities of the children's environmental health officer. The report shall
include, but is not limited to, information on the progress made by programs under the
commissioner of health to address children's environmental health issues.

Sec. 2. new text begin APPROPRIATION.

new text begin $....... is appropriated in fiscal year 2007 from the general fund to the commissioner
of health to establish an officer of children's environmental health as required under
Minnesota Statutes, section 144.966.
