A bill for an act
relating to veterans; authorizing special license plates for veteran awarded silver
star or bronze star medal; amending Minnesota Statutes 2006, sections 168.011,
by adding a subdivision; 169.01, by adding a subdivision; proposing coding for
new law in Minnesota Statutes, chapter 168.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2006, section 168.011, is amended by adding a
subdivision to read:

"One-ton pickup truck" has the meaning given in
section 169.01, subdivision 93.

(a) Upon presentation of a certified copy of the veterans official military discharge
papers showing receipt of the silver star medal, payment of a fee of $10 for each set of
two plates or for a single motorcycle plate, payment of the vehicle registration tax and
any other fees and surcharges required by law, and compliance with any other applicable
laws and rules relating to vehicle registration and licensing, the commissioner shall issue
special plates bearing the inscription "SILVER STAR" and inscribed with a facsimile of
that medal to an applicant who is:

(1) a recipient of the silver star medal from any branch of the United States Armed
Forces; and

(2) a registered owner of a passenger automobile, motorcycle, recreational motor
vehicle, or one-ton pickup truck, which is kept for personal use and not for commercial
purposes.

(b) The special plates must be of a design and size determined by the commissioner,
in consultation with the commissioner of veterans affairs.

(c) Notwithstanding section 168.12, subdivision 1, or other law to the contrary, upon
payment of a fee of $5, any plate or plates issued under this section may be transferred
to another personal motor vehicle that is registered or coregistered to the individual to
whom the plates were issued.

(d) The commissioner shall collect a surcharge of $5 on each $10 fee collected
under this section.

This section is effective August 1, 2008, for license plates
issued on or after that date.

Minnesota Statutes 2006, section 169.01, is amended by adding a subdivision
to read:

"One-ton pickup truck" means a truck with a
manufacturer's nominal rated carrying capacity of one ton and commonly known as or
resembling a pickup truck.
