  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             authorizing the board of trustees of the Minnesota 
  1.6             state colleges and universities to make capital 
  1.7             improvements at Northwest Technical College and 
  1.8             Bemidji State University; authorizing issuance of 
  1.9             bonds; appropriating money. 
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  [APPROPRIATION; NORTHWEST TECHNICAL COLLEGE AND 
  1.12  BEMIDJI STATE UNIVERSITY.] 
  1.13     $9,740,000 is appropriated from the bond proceeds fund to 
  1.14  the board of trustees of the Minnesota state colleges and 
  1.15  universities to acquire the former Bemidji High School property, 
  1.16  to demolish a portion of the building and remodel a portion of 
  1.17  the building to house several programs of Northwest Technical 
  1.18  College and Bemidji State University on the site, and to remodel 
  1.19  Bemidji State University's Bridgeman Hall. 
  1.20     Sec. 2.  [BOND SALE.] 
  1.21     To provide the money appropriated in section 1 from the 
  1.22  bond proceeds fund, the commissioner of finance, on request of 
  1.23  the governor, shall sell and issue bonds of the state in an 
  1.24  amount up to $9,740,000 in the manner, on the terms, and with 
  1.25  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.26  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.27  4 to 7. 
  2.1      Sec. 3.  [EFFECTIVE DATE.] 
  2.2      Sections 1 and 2 are effective the day following final 
  2.3   enactment.
