A bill for an act
relating to health care; creating a pilot program to cover the uninsured in certain
counties through a county-based purchaser; appropriating money; proposing
coding for new law in Minnesota Statutes, chapter 256B.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of human services
shall contract with the county-based purchasing organization that received a planning
grant from the commissioner of health under Laws 2007, chapter 147, article 15, section
18, subdivision 2, to establish a five-year pilot program to provide health care to uninsured
individuals and families and implement health care reform strategies that will improve
quality, health status, and efficiency for the persons and communities covered by the
program. The pilot program must conform to the specific plan and description of the
program submitted to the commissioner of health in December 2007. Notwithstanding
chapters 256B and 256D, the eligibility criteria, benefits, payment methods, enrollee
premiums and co-payments, and other requirements for Minnesota health care programs
administered by the commissioner of human services are hereby modified to conform to
the proposed plan in the report submitted to the commissioner of health for persons in
the counties designated in the plans who are eligible under the criteria and under the
conditions proposed in the plan. The commissioner of human services may propose
modifications to the submitted plan as necessary to conform to federal requirements for
those persons eligible for existing Minnesota health care programs for which federal
financial participation is provided.

The commissioner of health shall oversee the evaluation of
the pilot program.

$....... is appropriated from the health care access fund to the commissioner of
human services for the fiscal year ending June 30, 2009, for payments to the county-based
purchasing entity administering the pilot program to cover the additional costs of covering
uninsured persons under the program and for the costs of administering and evaluating the
program as provided in the budget in the report submitted to the commissioner of health.
For purposes of the biennial budget, the commissioner of finance and the commissioner
of human services shall add to the base level funding for the commissioners of human
services and health the amounts needed to fund the pilot projects and evaluation during
their five-year duration.
