  1.1                          A bill for an act 
  1.2             relating to taxation; increasing local government aid 
  1.3             paid to certain towns in calendar year 2000 only. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [LOCAL GOVERNMENT AID TO TOWNS; TEMPORARY AID 
  1.6   INCREASE.] 
  1.7      Subdivision 1.  [AID INCREASE.] (a) The total aid a town 
  1.8   may receive under Minnesota Statutes, sections 477A.011 to 
  1.9   477A.014, is increased by $75,000 in calendar year 2000 only, if 
  1.10  the town meets all of the following conditions: 
  1.11     (1) it is located outside of a metropolitan county as 
  1.12  defined in Minnesota Statutes, section 473.121, subdivision 4; 
  1.13     (2) it is located in a county that does not contain a city 
  1.14  of the first class; 
  1.15     (3) its local tax rate for taxes levied in 1992 was at 
  1.16  least .022; 
  1.17     (4) its population in 1998 was at least 3,000; and 
  1.18     (5) it incurred legal costs related to a municipal 
  1.19  incorporation proceeding under Minnesota Statutes, chapter 414, 
  1.20  prior to the termination of the municipal board. 
  1.21     (b) The increased payment under paragraph (a) must not be 
  1.22  included in calculating local government aid payments to a town 
  1.23  under Minnesota Statutes, section 477A.013, subdivision 1, in 
  1.24  calendar year 2001, and thereafter.  The increased payment must 
  2.1   not be included in the calculation of any other aids paid under 
  2.2   another law or of any limitations on levies or expenditures. 
  2.3      Subd. 2.  [EFFECTIVE DATE.] Subdivision 1 is effective for 
  2.4   aids payable in calendar year 2000 only.
