A bill for an act
relating to human services; appropriating money for Family First Transition Act
Services.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text beginAPPROPRIATION; FAMILY FIRST PREVENTION SERVICES ACT

new text begin (a) The commissioner of human services shall allocate federal funds received by the
state from the Family First Transition Act through a request for proposals process to award
grants to one or more private agencies with demonstrated expertise in providing child welfare
workforce training, child welfare practices development and support, and child welfare
service delivery. Grant funding shall be used for:

new text begin (1) development of up to five child welfare practices and services that are likely to be
included in the state's Family First Prevention Services Act implementation plan;
new text end

new text begin (2) development of regional child welfare workforce training hubs, with training focused
on practices and services that are likely to be included in the state's Family First Prevention
Services Act implementation plan;
new text end

new text begin (3) support, guidance, and initial costs for new service development, if needed, for local
social services agencies that plan to implement new practices and services related to Family
First Prevention Services Act implementation; and

new text begin (4) guidance and funding for children's residential treatment facilities to attain qualified
residential treatment program status under the Family First Prevention Services Act.

new text begin (b) Practices, services, and training developed with this funding must include methods
to continually evaluate program effectiveness, and must be trauma informed, family centered,
culturally competent, and focused on preventive approaches. Grantees shall allocate a portion
of grant funds received to local social services agencies for initial costs and implementation
of the newly developed services and practices. This is a onetime appropriation.
