CONFERENCE COMMITTEE REPORT ON H. F. No. 399

A bill for an act
relating to public employment; clarifying limits on severance pay to highly
compensated public employees; amending Minnesota Statutes 2016, section 43A.17,
subdivision 11.

We, the undersigned conferees for H. F. No. 399 report that we have agreed upon the
items in dispute and recommend as follows:

That the Senate recede from its amendments and that H. F. No. 399 be further amended
as follows:

Delete everything after the enacting clause and insert:

"Section 1. SENATE; APPROPRIATION.

$32,299,000 in fiscal year 2018 and $32,105,000 in fiscal year 2019 are appropriated
from the general fund to the senate.

Sec. 2. HOUSE OF REPRESENTATIVES; APPROPRIATION.

$32,383,000 in fiscal year 2018 and $32,383,000 in fiscal year 2019 are appropriated
from the general fund to the house of representatives.

Sec. 3. TRANSFERS REQUIRED.

No later than June 30, 2018, the senate and house of representatives must transfer back
to the Legislative Coordinating Commission all money transferred to the senate and house
of representatives pursuant to resolution LCC-3, adopted by the Legislative Coordinating
Commission on November 16, 2017.

Sec. 4. EFFECTIVE DATE.

This act is effective retroactively from July 1, 2017, and supersedes and replaces funding
authorized by order of the Second Judicial District Court in Case No. 62-CV-17-3601.
