A bill for an act
proposing an amendment to the Minnesota Constitution, article IV, section 4;
establishing term limits for legislators.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, article IV, section 4, will read:

Representatives shall be chosen for a term of two years, except to fill a vacancy.
Senators shall be chosen for a term of four years, except to fill a vacancy and except there
shall be an entire new election of all the senators at the first election of representatives after
each new legislative apportionment provided for in this article. The governor shall call
elections to fill vacancies in either house of the legislature.

A person must serve no more than ten years in the Senate and ten years in the House of
Representatives during the person's lifetime. A person must not be elected or appointed as
a member of the Senate or House of Representatives if, by the end of the term to which the
person is elected or appointed, the person will have served more than ten years in the body
to which they would be elected or appointed.

(a) The proposed amendment must be submitted to the people at the 2024 general election.
The question submitted must be:

"Shall the Minnesota Constitution be amended to place term limits on individuals elected
to the legislature so that a person can serve no more than ten years in the Senate and ten
years in the House of Representatives?

(b) The title required by Minnesota Statutes, section 204D.15, subdivision 1, for the
question submitted to the people under paragraph (a) shall be "Legislative term limits."

(c) Legislative office terms ending in 2024 or prior to 2024 must not be counted for the
purposes of term limits imposed by section 1.
