A bill for an act
relating to higher education; appropriating money to the Board of Regents of the
University of Minnesota to support research on challenges facing low-income
urban communities of color; requiring a legislative report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin UNIVERSITY OF MINNESOTA; CENTER FOR URBAN AND
REGIONAL AFFAIRS.

new text begin (a) $....... in fiscal year 2017 is appropriated from the general fund to the Board of
Regents of the University of Minnesota for the purpose of supporting research activities at
the Center for Urban and Regional Affairs. The research supported by this appropriation
must study specific challenges affecting low-income urban communities of color, and
recommend ongoing strategies for reducing disparities in these communities in the areas of:

new text begin (3) public health;
new text end

new text begin (4) public safety;
new text end

new text begin (5) access to transportation; and
new text end

new text begin (6) access to educational programs that teach skills necessary for gainful
employment, healthy living, and robust community engagement.

new text begin (b) No later than January 15, 2017, the Board of Regents must submit a report to
the legislative committees with jurisdiction over higher education finance and policy
describing the research programs or activities supported by this appropriation.
