  1.1                          A bill for an act 
  1.2             relating to metropolitan government; requiring 
  1.3             metropolitan council to report on the future of the 
  1.4             metro mobility transit system. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [REPORT; METRO MOBILITY.] 
  1.7      The metropolitan council shall report to the chairs of the 
  1.8   senate and house of representatives committees having 
  1.9   jurisdiction over transportation policy and transportation 
  1.10  finance on the future of the metro mobility paratransit system.  
  1.11  The report must include options, alternatives, and strategies 
  1.12  for: 
  1.13     (1) increasing the availability of metro mobility service 
  1.14  to meet present and anticipated demand; 
  1.15     (2) integrating metro mobility service into the new and 
  1.16  expanded transit services described in the council's regional 
  1.17  transit master plan; 
  1.18     (3) integration of private taxi services to provide a more 
  1.19  efficient pick up and delivery system, and potential savings 
  1.20  from doing so; and 
  1.21     (4) changes in state or federal law, including, but not 
  1.22  limited to, changes in fare structure and requirements, to 
  1.23  increase effectiveness of the service.  
  1.24     In preparing the report the metropolitan council shall 
  1.25  establish an advisory committee of not more than 16 members.  
  2.1   Eight of the members must be users of the metro mobility 
  2.2   system.  Of those members, four must be appointed by the chair 
  2.3   of the metropolitan council's transportation accessibility 
  2.4   advisory committee, two by the chair of the house of 
  2.5   representatives committee on transportation policy, and two by 
  2.6   the chair of the senate committee on transportation.  Eight of 
  2.7   the members must be appointed by the metropolitan council and be 
  2.8   representatives of other transit providers, including private 
  2.9   taxicab owners and managers, be other persons with business 
  2.10  experience relating to transit, or be advocates for metro 
  2.11  mobility.  The members of the advisory council shall serve 
  2.12  without compensation.  The metropolitan council may not submit 
  2.13  the report required by this section until the report has been 
  2.14  approved by a majority of the members of the advisory committee. 
  2.15  The council must submit the report by December 1, 2000.
