A bill for an act
relating to public safety; exempting juvenile detention and correctional facilities
from compliance with the umbrella rule; directing the Department of Corrections
and the Department of Human Services to amend the umbrella rule; proposing
coding for new law in Minnesota Statutes, chapter 242.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Juvenile detention facilities and correctional facilities licensed by the commissioner
of corrections under section 241.021, are exempt from Minnesota Rules, chapter 2960.

Sec. 2. new text begin RULE EXEMPTION; AMENDMENT.

new text begin The Department of Corrections and the Department of Human Services must amend
Minnesota Rules, chapter 2960, to exempt juvenile detention and correctional facilities
as provided in Minnesota Statutes, section 242.60. The amendment must be adopted
following the procedures in Minnesota Statutes, section 14.388, subdivision 1, clause (3).
