A bill for an act
relating to higher education; requiring the commissioner of the Office of Higher
Education to conduct a performance measurement study; requiring a report.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The commissioner of the Office of Higher Education shall conduct a performance
measurement study to develop measurable higher education accountability goal metrics for
the University of Minnesota and Minnesota State Colleges and Universities system. The
commissioner shall:

(1) study and develop a performance measurement system and evaluation framework,
including specific performance measures, with which to evaluate the institutions;

(2) develop metrics that ultimately will compare institutional performance with the
performance of peer institutions with similar missions and characteristics; and

(3) actively seek input from and consult with higher education segments and stakeholders
as appropriate.

(b) The objectives of the measurement system shall include, but are not limited to, the
following:

(1) promoting student access and affordability;
new text end
new text begin
(2) recruiting and graduating qualified undergraduate and graduate students;
new text end
new text begin
(3) promoting student success and academic achievement by progress and outcome;
new text end
new text begin
(4) eliminating disparities;
new text end
new text begin
(5) aligning state workforce needs;
new text end
new text begin
(6) providing policy research responding to the needs of the state, local communities,
and educational pursuits;

(7) ensuring cost-effective use of resources at each institution and across all institutions;

new text begin
(8) promoting collaboration among campuses and with the private sector;

new text begin
(9) supporting early childhood through grade 12 education programs; and
new text end
new text begin
(10) maximizing funding from private sources.

(c) No later than January 1, 2020, the commissioner shall submit a report to the chairs
and ranking minority members of the legislative committees with jurisdiction over higher
education describing the results of the study, specifying the performance measures, and
identifying data items for each performance measure.
