  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATIONS.] 
  1.9      The sums appropriated in this act are available immediately 
  1.10  and are to address damages related to the tornadoes that 
  1.11  occurred on March 29, 1998. 
  1.12  Sec. 2.  HOUSING FINANCE                                ...,000
  1.13  Subdivision 1.  For transfer to the 
  1.14  housing development fund for the 
  1.15  programs specified in this section. 
  1.16  Subd. 2.  Affordable Rental
  1.17  Investment Fund                                         ...,000
  1.18  This is a one-time appropriation from 
  1.19  the general fund for the affordable 
  1.20  rental investment fund under Minnesota 
  1.21  Statutes, section 462A.21, subdivision 
  1.22  8b, to be used for rental housing.  
  1.23  Notwithstanding Minnesota Statutes, 
  1.24  section 462A.21, subdivision 8b, 
  1.25  assistance provided from this 
  1.26  appropriation for the rehabilitation of 
  1.27  existing rental housing may be in the 
  1.28  form of forgivable loans.  In making 
  1.29  forgivable loans from this 
  1.30  appropriation, the agency shall 
  1.31  determine the circumstances, terms, and 
  1.32  conditions under which all or any 
  1.33  portion of the grant shall be repaid.  
  1.34  This appropriation is available until 
  1.35  expended. 
  1.36  Subd. 3.  Community Rehabilitation

  2.2   This is a one-time appropriation from 
  2.3   the general fund for the community 
  2.4   rehabilitation fund program under 
  2.5   Minnesota Statutes, section 462A.206.  
  2.6   This appropriation is available until 
  2.7   expended. 
  2.8   Subd. 4.  Rental Housing Loans                          ...,000
  2.9   This appropriation is from the bond 
  2.10  proceeds fund and is for the purpose of 
  2.11  making loans for publicly owned 
  2.12  permanent rental housing to local units 
  2.13  of government under Minnesota Statutes, 
  2.14  section 462A.202, subdivision 3a. 
  2.15  Sec. 3.  TRADE AND ECONOMIC 
  2.16  DEVELOPMENT                                             ...,000
  2.17  $....... is a one-time appropriation 
  2.18  from the general fund to the Minnesota 
  2.19  investment fund for grants to local 
  2.20  units of government for locally 
  2.21  administered operating loan programs 
  2.22  for businesses directly and adversely 
  2.23  affected by the tornadoes.  Loan 
  2.24  criteria and requirements shall be 
  2.25  locally established with approval by 
  2.26  the department.  For the purposes of 
  2.27  this appropriation, Minnesota Statutes, 
  2.28  sections 116J.8731, subdivisions 3, 4, 
  2.29  5, and 7, and 116J.991, are waived. 
  2.30  This appropriation is available until 
  2.31  expended. 
  2.32  Sec. 4.  DEPARTMENT OF      
  2.33  PUBLIC SAFETY                                           ...,000
  2.34  $....... is from the general fund for 
  2.35  fiscal year 1999 to the commissioner of 
  2.36  public safety to fund two additional 
  2.37  staff positions to process public 
  2.38  assistance applications made to the 
  2.39  division of emergency management.  This 
  2.40  appropriation is added to the agency 
  2.41  budget base. 
  2.42     Sec. 5.  Minnesota Statutes 1996, section 462A.202, is 
  2.43  amended by adding a subdivision to read: 
  2.44     Subd. 3b.  [PERMANENT RENTAL HOUSING.] The agency may make 
  2.45  loans, with or without interest, to cities and counties to 
  2.46  finance the construction, acquisition, or rehabilitation of 
  2.47  affordable, permanent, publicly owned rental housing located in 
  2.48  the area damaged by tornadoes on March 29, 1998.  Loans made 
  2.49  under this subdivision are subject to the restrictions of 
  2.50  subdivision 7. 
  2.51     Sec. 6.  [BOND SALE AUTHORIZATIONS.] 
  2.52     To provide the money appropriated in this act from the bond 
  3.1   proceeds fund, the commissioner of finance, on request of the 
  3.2   governor, shall sell and issue bonds of the state in an amount 
  3.3   up to $....... in the manner, upon the terms, and with the 
  3.4   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  3.5   16A.675, and by the Minnesota Constitution, article XI, sections 
  3.6   4 to 7.
