  1.1                          A bill for an act
  1.2             relating to natural disaster relief; allowing early 
  1.3             payments of state aids to local governments affected 
  1.4             by tornadoes. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [EARLY PAYMENT OF STATE AIDS.] 
  1.7      Notwithstanding Minnesota Statutes, sections 273.1398, 
  1.8   subdivision 6, and 477A.015, the commissioner of revenue, in 
  1.9   consultation with the division of emergency management, shall 
  1.10  make payments of homestead and agricultural credit aid and local 
  1.11  government aid as provided in this section to all qualified 
  1.12  local units of government that the commissioner determines have 
  1.13  suffered financial hardship.  As used in this section, 
  1.14  "qualified local units of government" means counties, home rule 
  1.15  charter or statutory cities, and towns that suffered damage in 
  1.16  the tornadoes and storms of March 29, 1998. 
  1.17     Payment of the homestead and agricultural credit aid and 
  1.18  local government aid that would otherwise have been payable on 
  1.19  July 20, 1998, shall be made as soon as practicable after the 
  1.20  date of final enactment of this act.  
  1.21     Sec. 2.  [EFFECTIVE DATE.] 
  1.22     Section 1 is effective the date following final enactment.
