  1.2             relating to education finance; creating small school 
  1.3             revenue; appropriating money; amending Minnesota 
  1.4             Statutes 1998, section 126C.10, by adding a 
  1.5             subdivision; Minnesota Statutes 1999 Supplement, 
  1.6             section 126C.10, subdivision 1. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.9   126C.10, subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  1.11  year 2000 2001 and thereafter, the general education revenue for 
  1.12  each district equals the sum of the district's basic revenue, 
  1.13  basic skills revenue, training and experience revenue, secondary 
  1.14  sparsity revenue, elementary sparsity revenue, small school 
  1.15  revenue, transportation sparsity revenue, total operating 
  1.16  capital revenue, equity revenue, referendum offset adjustment, 
  1.17  transition revenue, and supplemental revenue. 
  1.18     Sec. 2.  Minnesota Statutes 1998, section 126C.10, is 
  1.19  amended by adding a subdivision to read: 
  1.20     Subd. 29.  [SMALL SCHOOL DISTRICT.] A district's small 
  1.21  school revenue equals the greater of zero or: 
  1.22     (1) the ratio of $13,010 times the ratio of the formula 
  1.23  allowance for that year to $3,925 to the logarithm of the 
  1.24  district's adjusted marginal cost pupil units for that year to 
  1.25  the base of 10; less 
  1.26     (2) the sum of the statewide average amount of basic 
  2.1   supplemental transition and referendum revenue and the statewide 
  2.2   average amount of operating sparsity revenue; all times 
  2.3      (3) the district's marginal cost pupil units for that year. 
  2.4      Sec. 3.  [APPROPRIATION.] 
  2.5      $15,200,000 is appropriated in fiscal year 2001 from the 
  2.6   general fund to the commissioner of children, families, and 
  2.7   learning for the payment of small school revenue. 
  2.8      Sec. 4.  [EFFECTIVE DATE.] 
  2.9      Sections 1 and 2 are effective for revenue for fiscal year 
  2.10  2001 and later.
