A bill for an act
relating to capital investment; appropriating money for public housing.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MINNEAPOLIS PUBLIC HOUSING AUTHORITY; HERITAGE PARK.

new text begin (a) $9,500,000 in fiscal year 2023 is appropriated from the general fund to the Minnesota
Housing Finance Agency for a grant to the Minneapolis Public Housing Authority for the
Heritage Park site. This appropriation includes money for short-term and near-term affordable
housing physical needs assessments, rehabilitation of building exteriors, expenses for turning
over housing units, maintenance of facilities, community room restoration, and adding
exterior community space for use with the community room.

new text begin (b) $45,000,000 in fiscal year 2023 is appropriated from the general fund to the Minnesota
Housing Finance Agency for a grant to the Minneapolis Public Housing Authority to
predesign, design, construct, furnish, and equip the renovation of aging public housing units
at Heritage Park.

new text begin (c) $1,700,000 in fiscal year 2023 is appropriated from the general fund to the Minnesota
Housing Finance Agency for a grant to Urban Strategies for operations at Heritage Park
public housing including: community support staff; the resident ambassador program
addressing social isolation, wellness checks, meal delivery, and community safety; and
resident job training to fill onsite staff shortages.
