  1.1                          A bill for an act 
  1.2             relating to education; establishing parameters for a 
  1.3             state system of educational accountability and public 
  1.4             reporting; amending Minnesota Statutes 1999 
  1.5             Supplement, section 120B.31, subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.8   120B.31, subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [EDUCATIONAL ACCOUNTABILITY AND PUBLIC 
  1.10  REPORTING.] (a) Consistent with the process to adopt a 
  1.11  results-oriented graduation rule under section 120B.02, the 
  1.12  department, in consultation with education and other system 
  1.13  stakeholders, must establish a coordinated and comprehensive 
  1.14  system of educational accountability and public reporting that 
  1.15  promotes higher academic achievement.  
  1.16     (b) A coordinated and comprehensive system of educational 
  1.17  accountability and public reporting that promotes higher 
  1.18  academic achievement must incorporate: 
  1.19     (1) a clear set of expectations and commonly held 
  1.20  understandings applicable to all system participants, including 
  1.21  students, their families, local communities in which schools are 
  1.22  located, teachers, school administrators, local school boards, 
  1.23  the department of children, families, and learning, and the 
  1.24  legislature; 
  1.25     (2) a statewide focus that encompasses all aspects of 
  2.1   schools, emphasizes improvement over time, and ensures that 
  2.2   state, regional, school district, and school site participants 
  2.3   in the system clearly understand those expectations applicable 
  2.4   to them in order to achieve expected educational outcomes; 
  2.5      (3) valid, reliable, and multiple assessment measures that 
  2.6   are supported by high quality research, that school districts 
  2.7   use consistently, and that the department supports by providing 
  2.8   districts with technical assistance; 
  2.9      (4) a framework that supports successful learning for all 
  2.10  students and offers students appropriate recognition and 
  2.11  opportunities to meet further educational challenges; and 
  2.12     (5) a developmental approach with clearly identified goals 
  2.13  that is data driven and focuses on strategies to increase 
  2.14  student achievement. 
  2.15     Sec. 2.  [EFFECTIVE DATE.] 
  2.16     Section 1 is effective the day following final enactment.
