  1.1                          A bill for an act 
  1.2             relating to education finance; modifying the criteria 
  1.3             necessary to establish an area learning center; 
  1.4             amending Minnesota Statutes 1998, section 123A.05, 
  1.5             subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 123A.05, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [GOVERNANCE.] A district may establish an 
  1.10  area learning center either by itself or in cooperation with 
  1.11  other districts, a service cooperative, an intermediate school 
  1.12  district, a local education and employment transitions 
  1.13  partnership, public and private secondary and post-secondary 
  1.14  institutions, public agencies, businesses, and foundations.  
  1.15  Except for a district located in a city of the first class, or a 
  1.16  school district that serves more than 30,000 pupils, a center 
  1.17  must serve the geographic area of at least two districts. 
  1.18     Sec. 2.  [EFFECTIVE DATE.] 
  1.19     Section 1 is effective July 1, 2000.
