A bill for an act
relating to capital investment; appropriating money for grants to make air
handling system improvements to improve air quality in indoor ice arenas;
authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $2,000,000 is appropriated from the bond proceeds
fund to the Minnesota Amateur Sports Commission for grants to local government units
under Minnesota Statutes, section 240A.09, paragraph (g) or (k), to renovate or replace
air handling systems in existing indoor ice arenas whose ice resurfacing and ice edging
equipment are not powered by electricity in order to improve indoor air quality by
reducing concentrations of carbon monoxide and nitrogen dioxide. The new or renovated
air handling systems must include continuous electronic air monitoring devices to
automatically activate the ventilation systems when the concentration of carbon monoxide
or nitrogen dioxide reaches a predetermined level. The priorities in Minnesota Statutes,
section 240A.09, paragraphs (a) and (b), do not apply to grants under this subdivision.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $2,000,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
