  1.1                          A bill for an act 
  1.2             relating to agriculture; providing support for 
  1.3             establishment of a soybean oilseed processing and 
  1.4             refining facility in southwestern Minnesota; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; SOYBEAN OILSEED PROCESSING AND 
  1.8   REFINING FACILITY.] 
  1.9      $3,000,000 is appropriated from the general fund to the 
  1.10  commissioner of agriculture for fiscal year 2000 and each of the 
  1.11  following nine fiscal years for grants to a Minnesota-based 
  1.12  cooperative that operates a soybean oilseed processing and 
  1.13  refining production facility in Cottonwood, Jackson, Lincoln, 
  1.14  Lyon, Murray, Nobles, Pipestone, Redwood, or Rock county.  
  1.15  Membership in the cooperative must be open to any Minnesota 
  1.16  soybean grower.  Payments to the cooperative must begin once the 
  1.17  facility is operational and must be based on the level of 
  1.18  production of the facility.
