  1.1                          A bill for an act 
  1.2             relating to health; providing for record of birth to 
  1.3             be filed for birth resulting in stillbirth; amending 
  1.4             Minnesota Statutes 2001 Supplement, section 144.215, 
  1.5             subdivision 2, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2001 Supplement, section 
  1.8   144.215, is amended by adding a subdivision to read: 
  1.9      Subd. 1a.  [BIRTH RESULTING IN STILLBIRTH.] In addition to 
  1.10  the requirements of section 144.222, a record of birth for each 
  1.11  birth resulting in stillbirth shall be filed with the state 
  1.12  registrar, within five days, for each fetal death occurring in 
  1.13  this state after a gestational period of at least 20 completed 
  1.14  weeks. 
  1.15     Sec. 2.  Minnesota Statutes 2001 Supplement, section 
  1.16  144.215, subdivision 2, is amended to read: 
  1.17     Subd. 2.  [RULES GOVERNING BIRTH REGISTRATION.] The 
  1.18  commissioner shall establish by rule an orderly mechanism for 
  1.19  the registration of births including at least a designation for 
  1.20  who must file the birth record, a procedure for registering 
  1.21  births which occur in moving conveyances, requirements for 
  1.22  registering births resulting in stillbirth, and a provision 
  1.23  governing the names of the parent or parents to be entered on 
  1.24  the birth record.
