  1.1                          A bill for an act 
  1.2             relating to education; creating a teacher training 
  1.3             program to enhance implementation of the graduation 
  1.4             rule; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [GRADUATION RULE TEACHER TRAINING PROGRAM.] 
  1.7      Subdivision 1.  [GRANT ELIGIBILITY.] A college or 
  1.8   university approved by the board of teaching to prepare persons 
  1.9   for teacher licensure is eligible for a grant to establish a 
  1.10  summer academy to provide services to teachers to implement 
  1.11  Minnesota's graduation standards. 
  1.12     Subd. 2.  [PROGRAM.] The grants must be used to provide 
  1.13  teaching training programs.  The training programs may be for up 
  1.14  to ten days.  Programs may include intensive two-week summer 
  1.15  academies as well as weekend and evening programs.  The programs 
  1.16  must be focused on the state's graduation standards and 
  1.17  particularly emphasize the manner in which school districts can 
  1.18  adapt their existing curriculum to match the graduation 
  1.19  standards. 
  1.20     Subd. 3.  [DEPARTMENT COOPERATION.] To the extent possible, 
  1.21  the department of children, families, and learning must 
  1.22  cooperate with the colleges and universities to disseminate 
  1.23  timely information about the graduation standards and best 
  1.24  practices information from the graduation standards pilot sites. 
  1.25     Subd. 4.  [GRANT AWARDS.] A college or university eligible 
  2.1   for a grant under subdivision 1 may receive a grant for up to 
  2.2   $20 per teacher per day that services under this section are 
  2.3   provided to a teacher.  A grant recipient must ensure that the 
  2.4   program is accessible to as many teachers as possible. 
  2.5      Subd. 5.  [TEACHER CERTIFICATION.] Notwithstanding 
  2.6   Minnesota Statutes, chapter 14, the board of teaching shall 
  2.7   create a certificate for teachers who have successfully 
  2.8   completed the training provided in this section and award that 
  2.9   certificate to the recipients. 
  2.10     Subd. 6.  [APPROPRIATION.] $....... is appropriated in 
  2.11  fiscal year 1999 from the general fund to the commissioner of 
  2.12  children, families, and learning for grants under this section. 
  2.13     Sec. 2.  [EFFECTIVE DATE.] 
  2.14     Section 1 is effective the day following final enactment.
