  1.1                          A bill for an act 
  1.2             relating to higher education; providing for funding 
  1.3             accountability; proposing coding for new law in 
  1.4             Minnesota Statutes, chapter 135A. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [135A.055] [FUNDING ACCOUNTABILITY.] 
  1.7      Each public post-secondary institution that requests an 
  1.8   increase in the institution's instructional or noninstructional 
  1.9   appropriations base that is greater than adjustments needed for 
  1.10  performance, as provided in section 135A.032, inflation, and 
  1.11  enrollment, must submit to an outside financial audit.  The 
  1.12  audit shall determine if the increase in funding is necessary to 
  1.13  meet the financial needs of the post-secondary institution.  An 
  1.14  amount necessary to pay for audits required under this section 
  1.15  is appropriated from the general fund.
