A bill for an act
relating to local government; requiring cities to purchase insurance for property
damage claims; proposing coding for new law in Minnesota Statutes, chapter 466.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin A home rule charter or statutory city must purchase insurance, or provide for
self-insurance, to pay for at least $100,000 per claim in property damage caused by the
failure of a city-owned water, storm, or sanitary sewer line, including the failure of any
related equipment and installation of the line or equipment. A person claiming damage does
not have to show the city was at fault, and the exceptions in section 466.03 do not apply.
