A bill for an act
relating to public safety; establishing the crime of lewd or lascivious grooming;
proposing coding for new law in Minnesota Statutes, chapter 609.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin A person who is 18 years of age or older and engages in the process of preparing or
encouraging a child to engage in sexual activity through overtly sexually themed
communication with the child or in conduct with or observed by the child without permission
from the child's parent or legal guardian commits lewd or lascivious grooming and may be
sentenced to imprisonment for not more than 15 years or to a payment of a fine of not more
than $30,000, or both.
