  1.1                          A bill for an act
  1.2             relating to capital improvements; providing for a 
  1.3             grant to the city of Roseau to renovate the municipal 
  1.4             building; authorizing issuance of bonds; appropriating 
  1.5             money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $755,000 is appropriated from the bond proceeds fund to the 
  1.9   commissioner of trade and economic development for a grant to 
  1.10  the city of Roseau to remedy life, fire, and safety problems and 
  1.11  generally renovate that portion of its 1936 municipal building 
  1.12  that will be used by Northland community and technical college 
  1.13  as a satellite facility.  This appropriation is not available 
  1.14  until the city has entered into a long-term lease agreement with 
  1.15  the board of trustees of the Minnesota state colleges and 
  1.16  universities for use of the renovated portions of the building.  
  1.17  The long-term lease agreement must provide that the city will 
  1.18  lease the building to the college rent-free and that the city 
  1.19  will provide all maintenance and repairs for the building at no 
  1.20  cost to the college. 
  1.21     Sec. 2.  [BOND SALE.] 
  1.22     To provide the money appropriated in section 1 from the 
  1.23  bond proceeds fund, the commissioner of finance shall sell and 
  1.24  issue bonds of the state in an amount up to $755,000 in the 
  1.25  manner, on the terms, and with the effect prescribed by 
  2.1   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.2   Minnesota Constitution, article XI, sections 4 to 7. 
  2.3      Sec. 3.  [EFFECTIVE DATE.] 
  2.4      Sections 1 and 2 are effective the day following final 
  2.5   enactment.
