1.1 A bill for an act 1.2 relating to education; providing funding to implement 1.3 Minnesota's graduation standards; enhancing funding to 1.4 implement the graduation rule; appropriating money; 1.5 amending Minnesota Statutes 1996, section 124A.22, by 1.6 adding a subdivision; Minnesota Statutes 1997 1.7 Supplement, section 124A.22, subdivision 1. 1.8 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.9 Section 1. Minnesota Statutes 1997 Supplement, section 1.10 124A.22, subdivision 1, is amended to read: 1.11 Subdivision 1. [GENERAL EDUCATION REVENUE.](a) For fiscal1.12years 1997 and 1998, the general education revenue for each1.13district equals the sum of the district's basic revenue,1.14compensatory education revenue, secondary sparsity revenue,1.15elementary sparsity revenue, transportation sparsity revenue,1.16total operating capital revenue, transition revenue, and1.17supplemental revenue.1.18(b)For fiscal year 1999 and thereafter, the general 1.19 education revenue for each district equals the sum of the 1.20 district's basic revenue, basic skills revenue, training and 1.21 experience revenue, secondary sparsity revenue, elementary 1.22 sparsity revenue, transportation sparsity revenue, total 1.23 operating capital revenue, graduation rule revenue, transition 1.24 revenue, and supplemental revenue. 1.25 Sec. 2. Minnesota Statutes 1996, section 124A.22, is 1.26 amended by adding a subdivision to read: 2.1 Subd. 14. [GRADUATION RULE REVENUE.] (a) A district's 2.2 graduation rule revenue equals $13 times the actual pupil units 2.3 for fiscal year 1999 and $45 times the actual pupil units for 2.4 fiscal year 2000 and later. 2.5 (b) Graduation rule revenue must be reserved and used only 2.6 for staff development programs under section 124A.29 or for 2.7 activities otherwise related to the implementation of the 2.8 graduation rule. 2.9 (c) Graduation rule revenue must be allocated to each 2.10 school site based on the proportion of the district's pupils 2.11 enrolled at that site during the previous fall. 2.12 Sec. 3. [EFFECTIVE DATE.] 2.13 Section 1 is effective July 1, 1998.
