  1.1                          A bill for an act 
  1.2             relating to public safety; establishing global 
  1.3             positioning system emergency response assistance 
  1.4             account; appropriating money; proposing coding for new 
  1.5             law in Minnesota Statutes, chapter 403. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [403.115] [GPS EMERGENCY RESPONSE ASSISTANCE.] 
  1.8      Subdivision 1.  [LEGISLATIVE FINDINGS.] The legislature 
  1.9   finds that the roads and highways of Minnesota are not on a 
  1.10  uniform grid system; that crossing township, county, and state 
  1.11  boundaries results in confusing changes in addressing and 
  1.12  location numbering schemes; that the postal addressing system is 
  1.13  particularly ineffective in rural areas as a tool to assist 
  1.14  emergency response; and that a uniform locating system statewide 
  1.15  would enhance the ability and speed of emergency responders to 
  1.16  find an address or other location. 
  1.17     Subd. 2.  [ACCOUNT ESTABLISHED; APPROPRIATION.] (a) The 
  1.18  global positioning system emergency response assistance account 
  1.19  is created in the special revenue fund.  The fund consists of 
  1.20  money appropriated by the legislature or allocated from the 
  1.21  proceeds of the fee authorized under section 403.11. 
  1.22     (b) Money in the account is appropriated to the 
  1.23  commissioner of administration to establish, maintain, and 
  1.24  administer a global positioning system emergency response 
  1.25  assistance program for improving the speed and ability of public 
  2.1   safety answering points and emergency responders throughout the 
  2.2   state to respond and find the sites of emergencies requiring 
  2.3   services described in section 403.03.
