  1.1                          A bill for an act 
  1.2             relating to transportation; authorizing issuance of 
  1.3             state trunk highway bonds and state transportation 
  1.4             bonds; appropriating money for state trunk highway 
  1.5             improvements; appropriating money for local bridge 
  1.6             replacement, rehabilitation, and repair; appropriating 
  1.7             money for constructing transit facilities and hubs. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [TRUNK HIGHWAY BOND AUTHORIZATION; 
  1.10  APPROPRIATIONS.] 
  1.11     Subdivision 1.  [BOND SALE AUTHORIZED.] On request of the 
  1.12  commissioner of transportation the commissioner of finance shall 
  1.13  issue and sell Minnesota state trunk highway bonds for the 
  1.14  purposes provided in Minnesota Statutes, section 167.51, 
  1.15  subdivision 1, in the aggregate principal amount of $300,000,000 
  1.16  in the manner and on the conditions prescribed in Minnesota 
  1.17  Statutes, sections 167.50 and 167.51, and in the Minnesota 
  1.18  Constitution, article XIV, section 11.  The proceeds of the 
  1.19  bonds must be deposited in a bond proceeds account in the trunk 
  1.20  highway fund. 
  1.21     Subd. 2.  [APPROPRIATION.] $300,000,000 is appropriated 
  1.22  from the trunk highway fund to the commissioner of 
  1.23  transportation for construction and reconstruction of state 
  1.24  trunk highways, including preliminary engineering, acquisition 
  1.25  of right-of-way, and construction support.  Of this 
  1.26  appropriation the commissioner shall spend: 
  2.1      (1) $200,000,000 for improvements to state trunk highways 
  2.2   in the seven-county metropolitan area primarily for the purpose 
  2.3   of improving traffic flow and expanding highway capacity by 
  2.4   eliminating traffic bottlenecks; and 
  2.5      (2) $100,000,000 for improvements to state trunk highways 
  2.6   outside the seven-county metropolitan area that the commissioner 
  2.7   designates as at-risk interregional corridors. 
  2.8      Sec. 2.  [ISSUANCE OF STATE TRANSPORTATION BONDS; LOCAL 
  2.9   BRIDGE GRANTS.] 
  2.10     Subdivision 1.  [BONDS AUTHORIZED.] On request of the 
  2.11  commissioner of transportation the commissioner of finance shall 
  2.12  issue and sell Minnesota state transportation bonds for the 
  2.13  purposes provided in Minnesota Statutes, section 174.51, 
  2.14  subdivision 1, in the aggregate principal amount of $44,000,000 
  2.15  in the manner and on the conditions prescribed in Minnesota 
  2.16  Statutes, section 174.51, and in the Minnesota Constitution, 
  2.17  article XI.  The proceeds of the bonds must be deposited in the 
  2.18  Minnesota state transportation fund for expenditure in 
  2.19  accordance with subdivision 2, and with Minnesota Statutes, 
  2.20  section 174.50. 
  2.21     Subd. 2.  [APPROPRIATION.] $44,000,000, or so much thereof 
  2.22  as the commissioner of transportation determines is needed, is 
  2.23  appropriated from the state transportation fund to the 
  2.24  commissioner of transportation.  The commissioner shall spend 
  2.25  this appropriation as grants to political subdivisions for the 
  2.26  replacement, rehabilitation, and repair of key bridges on the 
  2.27  state transportation system, in accordance with subdivision 3, 
  2.28  and in accordance with and for the purposes of Minnesota 
  2.29  Statutes, section 174.50. 
  2.30     Subd. 3.  [GRANTS.] Political subdivisions may use grants 
  2.31  under subdivision 2 for the replacement, rehabilitation, or 
  2.32  repair of bridges, including but not limited to: 
  2.33     (1) matching federal grants for bridge replacement, 
  2.34  rehabilitation, or repair; 
  2.35     (2) paying the costs of abandoning an existing bridge that 
  2.36  is deficient and in need of replacement, but where no 
  3.1   replacement will be made; 
  3.2      (3) paying the costs of constructing a road or street that 
  3.3   would facilitate the abandonment of an existing bridge 
  3.4   determined by the commissioner of transportation to be 
  3.5   deficient, if the commissioner determines that construction of 
  3.6   the road or street is more cost efficient than replacing the 
  3.7   existing bridge; and 
  3.8      (4) paying costs authorized by Minnesota Statutes, section 
  3.9   174.50, subdivision 6a. 
  3.10     Sec. 3.  [TRANSIT APPROPRIATIONS.] 
  3.11     $1,000,000 is appropriated from the bond proceeds fund to 
  3.12  the commissioner of transportation for grants to public transit 
  3.13  systems under Minnesota Statutes, section 174.24, for 
  3.14  construction of transit facilities and transit hubs.  Priority 
  3.15  must be given to projects involving collaboration between 
  3.16  transit authorities and local units of government.  
  3.17     Sec. 4.  [BOND SALE.] 
  3.18     To provide the money appropriated by section 3 from the 
  3.19  bond proceeds fund, the commissioner of finance shall sell and 
  3.20  issue bonds of the state in an amount up to $1,000,000 in the 
  3.21  manner, upon the terms, and with the effect prescribed by 
  3.22  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  3.23  Minnesota Constitution, article XI, sections 4 to 7. 
  3.24     Sec. 5.  [AVAILABILITY OF APPROPRIATIONS.] 
  3.25     Appropriations made in this act are available until spent. 
  3.26     Sec. 6.  [EFFECTIVE DATE.] 
  3.27     Sections 1 to 5 are effective July 1, 2000.
