  1.1                          A bill for an act 
  1.2             relating to the environment; providing for allocation 
  1.3             of certain revenues dedicated to the Minnesota 
  1.4             environment and natural resources trust fund; amending 
  1.5             Minnesota Statutes 1996, section 116P.04, subdivision 
  1.6             5, and by adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 116P.04, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 1a.  [ALLOCATION TO COUNTIES.] By July 15 of each 
  1.11  year the commissioner of finance shall determine the amount of 
  1.12  money credited to the trust fund in the previous fiscal year 
  1.13  under section 349A.10, subdivision 5, and shall credit ... 
  1.14  percent of that amount to a county environmental account which 
  1.15  is created within the trust fund.  Money in the account is 
  1.16  appropriated to the commissioner.  By August 1 of each year the 
  1.17  commissioner shall pay the money so appropriated to the 
  1.18  treasurer of each county, in proportion to that county's total 
  1.19  state lottery ticket sales for the previous fiscal year as 
  1.20  certified by the director of the lottery.  A county may spend 
  1.21  money received under this subdivision only for natural resources 
  1.22  and environmental projects, including county parks and other 
  1.23  outdoor recreational activities. 
  1.24     Sec. 2.  Minnesota Statutes 1996, section 116P.04, 
  1.25  subdivision 5, is amended to read: 
  1.26     Subd. 5.  [AUDITS REQUIRED.] The legislative auditor shall 
  2.1   audit trust fund expenditures to ensure that the money is spent 
  2.2   for the purposes provided in the commission's budget plan.  This 
  2.3   subdivision does not apply to money in the county environmental 
  2.4   account. 
  2.5      Sec. 3.  [EFFECTIVE DATE.] 
  2.6      Sections 1 and 2 are effective July 1, 1998.
