  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article IV, section 7; requiring certain legislative 
  1.4             rules of proceedings. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.7      An amendment to the Minnesota Constitution is proposed to 
  1.8   the people.  If the amendment is adopted, article IV, section 7, 
  1.9   will read: 
  1.10     Sec. 7.  Each house may determine the rules of its 
  1.11  proceedings, sit upon its own adjournment, punish its members 
  1.12  for disorderly behavior, and with the concurrence of two-thirds 
  1.13  expel a member; but no member shall be expelled a second time 
  1.14  for the same offense.  The rules of proceedings shall employ the 
  1.15  same time as the regular hour of convening daily sessions in 
  1.16  both houses, shall employ joint standing committees to consider 
  1.17  and report on legislation and conduct other legislative 
  1.18  business, except that each house may establish separately a 
  1.19  committee on rules and administration and a committee on ethics, 
  1.20  and shall allow either house to choose to amend a bill amended 
  1.21  by the other house rather than requesting a conference on the 
  1.22  bill. 
  1.23     Sec. 2.  [SUBMISSION TO VOTERS; QUESTION.] 
  1.24     The proposed amendment shall be submitted to the people at 
  1.25  the 2000 general election.  The question proposed shall be: 
  2.1      "Shall the Minnesota Constitution be amended to require 
  2.2   that the two houses of the legislature coordinate their times of 
  2.3   convening daily sessions, that they conduct legislative business 
  2.4   using joint standing committees, and that they allow the use of 
  2.5   amendments, in addition to conference committees, to reconcile 
  2.6   their differences on legislation.
