  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing state 
  1.3             bonds; authorizing spending to develop a safe harbor 
  1.4             on Lake Superior; appropriating money for a grant to 
  1.5             the U.S. Army Corps of Engineers. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $4,000,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of natural resources for a grant to the joint 
  1.10  powers board made up of the city of Duluth, the town of Duluth, 
  1.11  and the town of Lakewood to develop a public access on Lake 
  1.12  Superior.  The grant may be used for design and development of 
  1.13  the McQuade Road public access. 
  1.14     Sec. 2.  [BOND SALE AUTHORIZATION.] 
  1.15     To provide the money appropriated in section 1 from the 
  1.16  bond proceeds fund, the commissioner of finance, on request of 
  1.17  the governor, shall sell and issue bonds of the state in an 
  1.18  amount up to $4,000,000 in the manner, upon the terms, and with 
  1.19  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.20  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.21  4 to 7.
