  1.3             lakes initiative. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5   Section 1.  [LAKES INITIATIVE.] 
  1.6      The sums in the columns headed "APPROPRIATIONS" are 
  1.7   appropriated from the general fund to the agencies and for the 
  1.8   purposes specified in the fiscal years indicated for each 
  1.9   purpose.

  1.13  Sec. 2.  POLLUTION CONTROL AGENCY      -0-            9,200,000 
  1.14  $3,500,000 is appropriated for grants 
  1.15  to local units of government for the 
  1.16  clean water partnership program and 
  1.17  $500,000 is appropriated for technical 
  1.18  assistance and project support. 
  1.19  $2,000,000 is appropriated for grants 
  1.20  to local governments for the individual 
  1.21  sewage treatment system program. 
  1.22  $500,000 is appropriated to provide 
  1.23  assistance for wastewater treatment in 
  1.24  lake areas.  Of this amount, $200,000 
  1.25  is for grants to local governments for 
  1.26  wastewater treatment planning.  
  1.27  $700,000 is appropriated for technical 
  1.28  assistance for lake monitoring, 
  1.29  assessment, and analysis. 
  1.30  $1,600,000 is appropriated for a 
  1.31  mercury reduction initiative to assess 
  2.1   mercury levels in humans and wildlife.  
  2.2   $300,000 is appropriated for a 
  2.3   biological assessment of lake riparian 
  2.4   wetlands. 
  2.5   $100,000 is appropriated to conduct a 
  2.6   Landsat project in northern Minnesota.  
  2.7   Sec. 3.  NATURAL RESOURCES             -0-            7,700,000 
  2.8   $1,000,000 is appropriated to stabilize 
  2.9   eroding shoreline on Lac qui Parle and 
  2.10  Lake Winnibigoshish.  
  2.11  $4,000,000 is appropriated for 
  2.12  acquisition of aquatic management areas.
  2.13  $200,000 is appropriated for aquatic 
  2.14  plant restoration.  
  2.15  $300,000 is appropriated for long-term 
  2.16  monitoring of lake ecosystems.  
  2.17  $200,000 is appropriated for an 
  2.18  enhanced lake classification system to 
  2.19  provide comprehensive lake descriptions.
  2.20  $500,000 is appropriated to identify 
  2.21  lake watershed boundaries for lakes 
  2.22  greater than 100 acres in a geographic 
  2.23  information system format.  
  2.24  $300,000 is appropriated to develop 
  2.25  methodologies to assess the cumulative 
  2.26  effects of development on lakes.  
  2.27  $200,000 is appropriated for 
  2.28  publication of an aquatic plant 
  2.29  identification manual. 
  2.30  $1,000,000 is appropriated for 
  2.31  enhancement of the exotic species 
  2.32  control program. 
  2.33  Sec. 4.  BOARD OF WATER AND
  2.34  SOIL RESOURCES                         -0-           13,300,000 
  2.35  $4,000,000 is appropriated for 
  2.36  easements to protect riparian areas.  
  2.37  $1,000,000 is appropriated for 
  2.38  shoreland and watershed best management 
  2.39  practices cost-share to protect 
  2.40  watershed and riparian areas.  
  2.41  $1,000,000 is appropriated for lake 
  2.42  planning assistance to local units of 
  2.43  government.  Of this amount, $500,000 
  2.44  is for lake planning grants.  
  2.45  $3,000,000 is appropriated for on-site 
  2.46  and feedlot grants to locally 
  2.47  administer individual sewage treatment 
  2.48  system, wastewater, and feedlot 
  2.49  programs.  These funds shall be 
  2.50  distributed through the challenge grant 
  2.51  program.  
  2.52  $300,000 is appropriated for 
  2.53  establishment of a lakes heritage 
  3.1   council. 
  3.2   $1,400,000 is appropriated for drainage 
  3.3   education and technical assistance for 
  3.4   addressing local water quality issues 
  3.5   in the drainage network. 
  3.6   $2,200,000 is appropriated for grants 
  3.7   to counties and local water planning 
  3.8   agencies for lake assessment activities.
  3.9   $200,000 is appropriated for a grant to 
  3.10  the University of Minnesota extension 
  3.11  service to improve existing Minnesota 
  3.12  extension guidance and guide books.  
  3.13  $200,000 is appropriated for a heritage 
  3.14  lakes recognition program.  
  3.15  Sec. 5.  AGRICULTURE                   -0-            7,000,000 
  3.16  $3,100,000 is appropriated for low 
  3.17  interest loans for failing septic 
  3.18  systems upgrades and replacement.  
  3.19  $100,000 is appropriated for an 
  3.20  agricultural drainage education and 
  3.21  technical assistance project.  
  3.22  $2,000,000 is appropriated for the 
  3.23  agricultural best management practices 
  3.24  loan program.  
  3.25  $500,000 is appropriated for the 
  3.26  assessment and management of potential 
  3.27  agricultural sources of contamination 
  3.28  in lakes.  Of this amount, $185,000 is 
  3.29  for grants.  
  3.30  $1,000,000 is appropriated for 
  3.31  agricultural best management practices 
  3.32  development, demonstration, and 
  3.33  promotion.  Of this amount, $527,000 is 
  3.34  for development, promotion, and 
  3.35  demonstration grants; $163,000 is for 
  3.36  best management practices development 
  3.37  and administration; and $310,000 for a 
  3.38  community-based, whole farm planning 
  3.39  project. 
  3.40  $300,000 is appropriated for an 
  3.41  agricultural producer outreach project. 
  3.42     Sec. 6.  [AVAILABILITY OF APPROPRIATION.] 
  3.43     The appropriations in sections 1 to 5 are available until 
  3.44  July 1, 2000.
